After promoting a dashboard to another instance SN seems to think I am editing it but I am not

I built a platform analytics dashboard in my customer's DEV instance. I had an update set current to capture changes. Just before promoting I opened the dashboard record and unloaded the dashboard to the update set. I then exported the update set to XML as normal and loaded, previewed, and committed the udpate set to the TEST instance without errors.
The dashboard appears to have loaded correctly. However, when I go to the dashboard there is no Edit button. I do see the little circle icon with my initials in it to the left of the refresh icon. When I hover it I get the message "Dashboard is currently being edited by [me]"
SN seems to think the dashboard is "checked out" by me and won't let me edit it. I have the admin role. I confirmed in the par_dashboard_permission table that I am listed as the owner.
How do I get it to allow me to edit again?
