availability % calculations

I want to create a report that calculates the percent availability of a business service
The calculation is done on the incident table and in a relative calculation
for example:
1. An incident whose category is an application and is transferred to group X -> will take 10% of the incident time
2. An incident whose category is infrastructure and whose effect is downtime -> will take 100% of the incident time

How is it best/correct to do this? And is there a model that can help me do this?
