Displaying percents instead of counts on a bar/column chart

I know this question has been around forever.  I can see dozens of separate posts with the same central challenge:  Can we get bar / column charts to show percentages instead of raw numbers?  The answer I've seen is always that Reporting widgets can't do the trick in the visualisation, but you can see the percentages if you show the table.  Since I would like the percent in the graph itself, and because everyone is special, I want my own post to show up in someone else's search in the future.

I'm trying to show SLA compliance grouped by province/state and stacked by Has Breached, and this is the output (provided the image uploads...):

 

Can a Function Field solve the problem for us?  Can I somehow use the basic math available to normalize Has Breached or Business Elapsed Percentage into a binary result (0 or 1), which we can format as a percent (0% or 100%) and then aggregate an average of the Function Field?  If 95% of the reporting rows have 100%, theoretically it should aggregate to a 95% average, right?  I haven't been able to work it out.

Can we solve this one??
