Go to Performance Analytics> System> Dashboard Administration. Each record has an order field which tells it how to be sorted. You may find it helpful to personalize the list column layout and add the Order field to the list as shown in this image.

Probably its the order fields that define the order.
You can open up the list of pages/dashboards & given them the order you want those to appear.

But if I set the order for all my dashboards and then, after a while, a new dashboard is created then I need to set it's order manually. Is this is the only way?

Hi Dana,
Currently, yes. Using the order field and manually sorting is the only way.
If you are very crafty, you could create a script that would sort the records automatically.
