Hello,
I am trying to create a report that shows average Tickets per user per month and looking for some inputs on how show. If not average month on month active users count and number of tickets raised in that month, how to combine and show it together. thanks

You will need PA for this, because with normal reporting you won't get the average per user (not sure what that information will give you, by the way. Sounds like a requirement to keep someone busy rather than something that is really useful information).
A report with multiple data sources won't work, because you don't have the number of active users per month without PA (active isn't a date/time related field).
If you have PA, you could make a calculated indicator getting users and tickets and divide them to show a number, but as I stated before: really think about what that number is going to tell you.

Thanks Mark, I am trying to show reduction in Incidents with users count at that month. As users keep increasing Incidents would also increase but as part of showing effectiveness of Problem Management, i was thinking of showing reduction in reported incidents by the users. Do you suggest any other better metrics to show this?
