Is it possible to report on all records updated by a particular user?

I've been asked about creating a report showing a count and/or list of all records updated by a particular user id in a particular period of time. So for instance, "How many records did Jeremiah Peabody update in the last 12 months?"
Is this level of historical information captured somewhere that can be reported or scripted against?

Unfortunately we don't have PA. I would need to do this from either reporting or a pure scripting perspective.

How would you do that? Performance Analytics uses daily jobs, it is not designed for auditing. The information needs to live somewhere.

Hi Brian,
It depends on table, as ServiceNow OOB provides metric reporting for Incidents-Assignment Group, Assigned To fields & for HR Cases & RITM for Assignment Group. Which though would not completely suffice but somewhat can be leveraged. For detailed reporting as Onkar suggested P&A would help achieve easily.
