Hi,
I would like to put a simple label or a title on a dashboard that would say what I would like it to. Is there a way to do this?

You can name the dashboard for one title.
You can create tabs each with its own title
There is a widget category called label you can use for a title
Or you could use something from the Content Block category
The choice might depend on what you are looking for.

I would recommend giving this a read. It gives you some more examples of what you can do with some of the tools mentioned above: https://community.servicenow.com/community?id=community_blog&sys_id=29ec2e65dbd0dbc01dcaf3231f9619a4
