Is there a way to search closed tickets by a user's name?  My boss wants to create reports this way to see if we can close any loose ends.

Yes create a report on a table (which you want to report on) and add filters like 'State' is 'Closed' AND 'Requester' is '//name of the user' or 'State' is 'Closed' AND 'Assigned to' is '//name of the user'.
