Performance Analytics licensing

Do consumers of visualizations created in Performance Analytics (PA) need PA licenses themselves?  Or, are PA licenses only needed for creators of these visualizations in PA?  For example, if I (a creator in PA) created a set of scorecards in PA, created widgets from them, and put those widgets on dashboards, would my consumers need PA licenses themselves to see these dashboards?

It's just like any other application, with a set of roles to allow users to interact with the application from reading the dashboards to building indicators, etc. Without a PA license, you won't be allow to create anything in PA.

My problem isn't about needing a PA license on the content creation side, but on the consumption side.  Are PA licenses needed for consumption of PA objects?  I heard that PA is not sold by user, but per package (e.g., ITIL), which would mean that my concern about needing licenses for all of my consumers is a non-issue.  However, I want confirmation of this.

I would advise you discuss with your sales rep. I could tell you one answer based on my SN contract, someone could give you a different answer.

It is always best to check with your Account Executive, but generally, Performance Analytics is licensed by the solution (ITSM, CSM, HR, etc.), not by the user.
