Performance Analytics Migration Center not enabled?

In our development instance we upgraded from Vancouver Patch 8 to Washington DC Patch 1 Hotfix 2. We updated all plugins. We went to the Performance Analytics Migration Center to start moving our content only to find that the Migration Center is not enabled. There is a warning message to "Install the latest versions of these applications to enable the Migration Center. More Info". Clicking on the More Info link opens a list of System Plugins (All > ID in sn_par_legacy_wdgt) but the list is empty; there is nothing to udpate. We did not run into this issue when we upgraded our development instance from Vancouver to Washington DC Patch 0 Hotfix 1 or from Vancouver to Washington DC Patch 1 Hotfix 1.

Is the Migration Center not available in Washington DC Patch 1 Hotfix 2 or did we miss something when we upgraded?

How do we enable the Migration Center in Washington DC Patch 1 Hotfix 2?

The migration centre is supposed to be available on Washington DC Patch 1 hotfix 2. Can you please contact support so that we can get a case task for engineering to take a closer look at your instance. Please ask support to reach out to the data analytics migration team directly so we can resolve this quickly for you.
