Performance Analytics Migration Center not enabled?

In our development instance we upgraded from Vancouver Patch 8 to Washington DC Patch 1 Hotfix 2. We updated all plugins. We went to the Performance Analytics Migration Center to start moving our content only to find that the Migration Center is not enabled. There is a warning message to "Install the latest versions of these applications to enable the Migration Center. More Info". Clicking on the More Info link opens a list of System Plugins (All > ID in sn_par_legacy_wdgt) but the list is empty; there is nothing to udpate. We did not run into this issue when we upgraded our development instance from Vancouver to Washington DC Patch 0 Hotfix 1 or from Vancouver to Washington DC Patch 1 Hotfix 1.

Is the Migration Center not available in Washington DC Patch 1 Hotfix 2 or did we miss something when we upgraded?

How do we enable the Migration Center in Washington DC Patch 1 Hotfix 2?

Passing this along in case someone else runs into this:

Per NOW Support, you will need NOW Support to install the updates on the Migration center since the application is not available on the UI. This is done per design in the Washington DC Patch 1 Hotfix 2 upgrade.

Hi,  FYI,

The fixes are now available on the ServiceNow Store,  so you can do it by yourself.

Go into System Definition > Plugins     Make sure you use the new Application Manager

Use the "Synch Now" button to get the last updates from the ServiceNow store.

Search and update the following plugins:

sn_par_legacy_wdgt  1.3.5

sn_par_mig_center  1.3.5

sn_par_cor_mig_spt  1.3.6

The Migration Center will now be working.

I confirmed the latest versions of the 3 plugins (1 was already there, got the other 2 updated).  the message is gone, but the screen still looks like this:  

any thoughts?  I'm on WashDC Patch 5 Hotfix 1.
