Platform Analytics visibility and usage for Non Admin users

After Enabling Platform Analytics, we could see the module is visible only to Admin by default.

Need to know if Non Admin users would be able to make use of platform Analytics and create dashboards and Data visualizations from within? Or this is limited to Admins? If yes Why?
