After upgrading from Helsinki to Istanbul, serveral reports are showing "Report visible only to a specific user or group" across all dashboards. One example is the "All Incidents by Category/State by Department" report. I've double checked the "Sharing" on this report and it is set to "Everyone". What else, besides the report sharing setting, might be causing this problem?

Activating the "Report Security - enforce access control checks" plugin appears to have resolved this issue. Apparently this plugin is already active in many instances but in my case it was not because our instance started off as Express and was upgraded to Enterprise.

I've double checked the reports and widgets and they are configured to be shared with everyone. It seems as though there is some corruption with my report related roles. For example, I have a user that is in report_group, report_global, and itil roles but does not have ability to view/run or create new reports and is unable to see many reports across all dashboards. This all started after upgrading to Istanbul. I've opened a ticket with SN on the HI portal and will report back here if the problem gets resolved.

Hi Michael,
When an ITIL user saves a report to him/her self and then navigate to View/Run->Group the same report is visible which should not be the case. When a report is saved to me it should only be visible to the user who saved it.
Can you please help me to resolve this and we are facing this issue in Jakartha.

I am having the same problem in Kingston, but I have verified that the Report Security - Enforce access control checks plugin is active in my instance. Has anyone seen this while having the plugin activated?
Basically, the creator of the dashboard, who is an ITIL user has shared with other ITIL users on his team. But when they try to view the dashboard each widget gives the "Report visible only to a specific user or group" message
