Report access issue: Part of the query on sc_req_item has been ignored because of read security rules on sc_req_item.cat_item.category

Some users (that have business stakeholder access rather than full ITSM) are unable to view reports that include item records - and I believe they should be able to view all request item records with the business stakeholder role. When trying to drill into a report to see the records the error 'Part of the query on sc_req_item has been ignored because of read security rules on sc_req_item.cat_item.category' is presented. I'm struggling to troubleshoot as I can't find an access control in our system called 'sc_req_item.cat_item.category', but I'm not sure if I'm interpreting this error correctly. Any suggestions?
