Is it possible to create a list/report that lists all incidents, changes, problems, etc. for a single configuration item?

Yes create a report on 'Task' table and add configuration item to the specific one in filter.
this will give you all the items created against the CI added in filter.
Then output can be restricted to Incident,problem and change by adding more filter of Task Type.

Is it possible to pass the dynamic CI's in filter (referring any excel sheet or integrate with Splunk dash board)?
Goal is we are auditing the server reboots against Change / Incident records for any unauthorized changes.
