I am looking for a table that list the Activity per INC, does anyone know if this exist

There are several. Just to name a few. However due to the size of the tables I do not believe you can report on them.

You can either create a new field and then use a business rule that populates that field with a timestamp when the ticket is assigned to a technician and the assignment group is not the 1st level or you can use SLAs with similar criteria as the business rule if you need to determine breach vs non breach
