Which is the best practice to find old or inactive Reports and Dashboards to delete.

Be careful with this as you would need to see who it is searched with.  A dashboard or report may be actively used even if the original creator is no longer there.

During Knowledge19 Roland Keiner and Ashish Gupta from Swiss RE had a great session (BRE0498 Housekeeping Tips:  How to make your dashboards shine).  They showed a way to measure dashboard, home page, and report usage.  They created an archiving rule to remove duplicate reports and also reports not being accessed.  They did queries on the report view table to see if anyone is actually viewing reports.  

They continued with a great session on reports and dashboards optimization.  Recommend reaching out to them for additional details.

As for reports, looking at report_stats would give you the last time a report was viewed.
