Trying to create formula indicator for daily percentage change and then email on a threshold

We are Vulnerability Management customers and management is asking me if it is possible to create email alerts when the number of vulnerable items with critical rating changes by more than 10% and/or the number of vulnerable items with high rating changes by more than 10% in a day period.

I'm a complete noob when it comes to performance analytics.  But from what I gather, I will need to create a formula indicator based off risk rating breakdown for vulnerable items.  Not quite sure how to use the get percentage change function in the method to use the previous day (like is that a variable?). As the method seems to be pushing me to use actual dates versus anything like GetDate()-1 or something like that.

Or would you not use that formula and build one directly.  Very unclear about all of this.

Beyond that, I haven't had to create any notifications based off of indicators, so if someone could point me to articles about that as well, that would be appreciated.
