unable to configure new iFrame content block

I am unable to configure the reusable content blocks for dashboards (e.g., ‘*New iFrame’, ‘*New Static HTML’, ‘*New Dynamic Content’).  After I add the content block to the dashboard and click on the ‘Click here’ link, it takes me to a form for the respective content block (e.g., IFrames, Static Content, Dynamic Content).  However, I am not able to see any fields in the forms.  I highly suspect it’s a role issue.  What minimum role is required to view (and save data in) these forms?
