Why did save option disappear when editing your own reports?

I am able to create and save a new report, but if I go to edit that same report it only gives me the option to "Insert" or "Insert and Stay".  The save option is no longer there.  Also from a dashboard I used to be able to click the pencil to edit the report for that widget and now the pencil is no longer there.  In fact the box that would normally say "Save" is now just a down arrow with no text.  When pressing the down arrow the Insert options show in the drop down menu. I have tried this in both the new and old interface.

Any ideas on what could be causing this?

Make sure your Application (scope) did not change. I posted an article on this a while back.
