Widgets on Dashboard that was converted from Homepage are completely different

Widgets on Dashboards that were converted from Homepage are completely different than what was on their homepage. 

We are preparing to go live with the Next Experience the end of September and have upgraded now DEV and TEST. When we have converted homepages to Dashboards we have several users who's dashboards are appearing with completely different widgets than what they had on their homepages in PROD. SN has mentioned it could be role access with Performance Analytics. The user in this case has pa_viewer role. I am not worried that the widgets aren't showing any data which is what SN mentioned, my issue is that the widgets are widgets that don't appear on the users homepage in PROD. The ITIL homepage was a dashboard us admins created. ITIL users can add content to it or remove widgets in this case he just removed widgets from our default. This isn't affecting everyone but some. Is the expectation that some of these users will have to rebuild their dashboards?

ALL homepages need to be converted to dashboards if they are to be used once NEUI is enabled. If they are not converted, the dashboard won't exist and users will likely end up selecting a dashboard they have access to that has a same/similar name. In my company's case, we admins made sure to convert the global ones and set access to "Can view" for specified groups/users/roles to retain the integrity of the dashboards. Personal homepages were then the responsibility of those who created them to convert them if they still wanted them before the transition. The only cleanup I remember was adding some people to the new global dashboards after the transition.

These dashboards are not appearing in the dashboards to convert on our Homepage Deprecation dashboard, they are appearing though in the All converted homepages from app and other actions.

Very interesting. I never used the Homepage Deprecation dashboard nor do I see it available in my PID or company list of dashboards so I'm not sure how to assist. Sorry!
