Pivot Visualization - Show All Priority Values Even When Count is Zero

I am working with a Data Visualization (Pivot visualization) based on the Incident [incident] table.

The pivot is grouped by Priority, and it displays only those priority values that have records. For example, if there are no incidents with Medium (Priority 3), then that priority does not appear in the pivot header at all.

My requirement is to display all priority values (Critical, High, Medium, Low) in the pivot header, even when the count for a particular priority is 0.

Has anyone implemented this requirement in Data Visualization / Platform Analytics? Is there any configuration, indicator setting, breakdown option, or workaround that allows showing all choice values regardless of whether data exists for them?
