No, reconciliation is available as part of SAM Foundation Plugin and do not depend on Content Services.

Not really. com.snc.samp.content plugin mainly provides updated publisher packs, normalization rules, and recognition data from ServiceNow’s content library. Reconciliation itself can run without it.
