To create a entitlement you can navigate to entitlement module click on new and start entering all the required details related to the software entitlement. once done you can save the record and hence your done with 'Creating an entitlement of your own'.
To run reconcillation for particular publisher you would need to include this to your reconcillation rules to make sure it run as expected.
And for email and installation i belive you would have to setup a process and a flow that can hel you achive it.
