Difference between In Stock and In Use

I am trying to better understand the difference between the "in Stock" and "In Use State field options when it is related to the SAM Pro Entitlements. Ive reviewed https://docs.servicenow.com/bundle/washingtondc-it-asset-management/page/product/software-asset-mana... and googled as best i can and Havent found any clear definition of what each state field option is defined as?
Any one know?

From my understanding, an "In Use" entitlement has been allocated to a user and an "In Stock" is not allocated and available for use.

Thanks. I dont think its true as I have been creating new entitlements and its setting it as In Use

The tooltip suggests the state is also used to determine if it's being reconciled.

@Jacob Nan - So, if we set some license to "In Stock", what is the impact on reconciliation? What is it counted as?
