Difference between In Stock and In Use

I am trying to better understand the difference between the "in Stock" and "In Use State field options when it is related to the SAM Pro Entitlements. Ive reviewed https://docs.servicenow.com/bundle/washingtondc-it-asset-management/page/product/software-asset-mana... and googled as best i can and Havent found any clear definition of what each state field option is defined as?
Any one know?

As i have found over the last year is that In stock and In use are generally the same thing from a reconciliation point of view. SAM PRO will use any available entitlements with active rights to calculate compliance percentage. IF the entitlement is in IN STOCK it needs to be moved to IN USE to allocate against it.

In stock Is available to allocate someone and In use allocated

In Stock = available to assign, not yet used.
In Use = assigned and actively used.
