Yes, you need Intune, SCCM, or a similar third-party tool to gather hardware and software data for implementing HAM/SAM. It is a standard practice to do it in lower instance and then move to production environment. If you are also using ServiceNow Discovery, it can help identify devices and software installations that Intune may not capture, enabling automated management of those assets.
The choice of tools depends on the scope:
- For a limited scope focusing only on end-user devices, Intune or a similar tool is sufficient.
