How to Exclude Virtual Cluster Hosts from Red Hat License Requirements

Hi Community,

We are currently analyzing our Red Hat license compliance in ServiceNow SAM Pro and have identified a significant gap between the number of licensed installations and the license demand shown under "Licenses Required By".

Current Situation

Several devices are appearing with a Licensing Status = "Not licensed" and high license requirements (for example, 99, 71, 66, 50, etc.).

After reviewing these records, we found that:

  • These devices are virtual cluster hosts and not standalone Red Hat consumers.
  • The actual Red Hat workloads are running on associated systems within the cluster environment.
  • As per our licensing model, virtual servers should not consume Red Hat licenses directly.
  • These virtual cluster host records are inflating the overall license demand and creating an inaccurate compliance gap.

Requirement

We would like to understand the best practice in SAM Pro for handling this scenario.

Specifically:

  1. How can we prevent virtual cluster hosts from generating Red Hat license demand?
  2. Is there a way to exclude these devices from the Red Hat reconciliation process?
  3. Can the License Required value for these virtual systems be set to 0?
  4. Is there any out-of-box configuration, reconciliation rule, allocation rule, or customization available to ensure only eligible systems consume Red Hat licenses?
  5. Has anyone implemented a solution where virtual cluster hosts are excluded while retaining license calculations for the actual Red Hat-consuming systems?

Expected Outcome

Since these records represent virtual cluster infrastructure and not actual Red Hat license consumers, we expect:

  • No Red Hat license requirement to be generated for these devices.
  • License demand for these records to become 0.
  • Overall compliance calculations to reflect only the systems that genuinely require Red Hat subscriptions.

Any guidance, best practices, or recommendations on handling Red Hat licensing in virtualized or clustered environments would be greatly appreciated, PFA  screenshot for your reference.

Thank you.
