It seems ACL is restricting other user to view all records.
Check ACL on incident which is triggering for other user's role.

any query BR on incident table is restricting?
Any table level READ ACL is restricting it?

Hi there @sriramsin
Its mostly access related and not an issue, as admin you will have access ro a wider scope of things and for users it depends.
1. First check ACLs for thatinc table
2.Also check the Query BR if its running on the inc table.
It will be one of these mostly.
Kind Regards,
