Yes  com.sn_samp_eng_app (Software Asset Management Professional for Engineering Applications) is a plugin that enables additional engineering app license-management features (e.g. engineering license servers, concurrent license tracking) when used alongside SAM Professional. 

However, whether it is chargeable depends on your license agreement with ServiceNow. Some customers report having this plugin included under SAM Pro, while others treat it as an add-on.

If you want to see exactly how it works in your instance, check under System Definition → Plugins to see if it is already activated, and also check your ServiceNow contract or contact your account representative.
