A Publisher will appear in the Reconciliation list only after both a Software Model and a Software Entitlement have been created.
I recommend first creating the Software Model and then associating the relevant Software Entitlements with it. Once this is completed, the Reconciliation option will become available.

There are actually a few conditions that all need to be met for a publisher to appear in the Run Reconciliation dropdown. Here's the full checklist based on my experience and community-confirmed fixes:
1: Product must be marked as Licensable: This is the most commonly missed step. Navigate to samp_sw_product, filter by your publisher, and ensure the Licensable checkbox is ticked. Without this, the publisher will not appear in the dropdown regardless of what else is configured.
2: Software Model must exist with a Discovery Map linked: The Software Model needs an associated Active Discovery Map (samp_sw_entitlement_definition) so SAM Pro knows how to match installs to entitlements during reconciliation.
3: Software Entitlement must be in "In Use" state: Creating the entitlement alone is not enough - it must be published/active. An entitlement sitting in Draft state will not trigger the publisher to surface.
4: License Under Management = true on the Software Model: If the publisher appears in reconciliation but is missing from the License Workbench or Publisher Overview, check this flag on the Software Model record.
