Problem with flow designer execution

I wanted to update state and justification field of records in a Table through submitting a catalog item with same field names and selecting record number. I have created a catalog item and attached a flow to same. It is not updating fields as required. When I select the test option from flow designer then it is updating the fields as required but not directly after submitting a catalog item. Can anyone help on this?

please could you be more specific? The description would optimally need more details.

Why on Earth would you update a state by submitting another catalog item? 

Catalog item is pretty much like enterprise eshop to order service, hardware etc.

The requestor is end user and as such it shall not change the state (!!!), the state shall be changed by agents in backend (not portal), so they will update the record manually there and no need to submit more catalog items.

EDIT: end user can change state - reopen, close, ,,, but by a widget, not submitting more records

Let's ignore the fact that your described process doesn't make any sense, then it'd be better to do it by record producer not catalog item... or ok, perhaps it depends on table...

Anyways, what you described is an overkill and will cause more troubles than benefits. Or what am I missing??? 😮
