Removal Candidate for Unlicensed install doesn't remove the SW Install record when Closed Complete

We have recently begun generating Removal Candidate (RCC) for unlicensed installs. The RCC are generating fine. A tech is working with the user to uninstall the software from their computer.
The tech goes into ServiceNow to the RCC, uses the Reclaim action to advanced workflow to Awaiting Revocation. At that point the tech uses the Close Complete action to close the RCC.
I see that the Software Installation field on the RCC is cleared but if I go and look at the Computer CI record, the SW Install record is still present which means we will likely generate a redundant RCC.
Why does the RCC Software Installation field, which is a reference field pointing to the actual SW Install record get cleared but the actual Software Installation record is not removed from the CMDB? It seems logical that completion of an RCC where the tech is effectively indicating they have completed the uninstall should delete the SW Install record.

And whether because the install record exists but active flag was actually False ?

ServiceNow provided us with an update set to address this issue, i.e. Removal Candidates with no CI linked.

Could you share what the update set is doing? I am having a similar issue.
