ServiceNow SAMP is able to integrate ILMT as another inventory source next to Discovery, SCCM, ...
IBM License Metric Tool (ILMT) and BigFix Inventory integrations (servicenow.com)
At the moment, the calculation of IBM specific metrics is limited to PVU, RVU, PVC and user based
Supported IBM license types (servicenow.com)
Any other IBM software with metrics mentioned by @Victor Paredes (Software license metrics (servicenow.com)) is also supported and will be calculated based on the discovery details (hardware, software).
For any other IBM metrics unable to collect with ILMT or Discovery (e.g., Logins per Hour) you've to build your own integration to import the data into SAMP as allocation, usage or resource value (e.g., custom SaaS integration, usage import, ...)

IBM SAM is one of my main areas of expertise. ILMT isn't a Discovery Source, Big Fix is. ILMT is essentiallyb a web front-end that pulls data from Big Fix for sub-capacity license calculations. Sub-cap products discovered by Big Fix are classified and bundled in ILMT and exported into the CMDB where they are reconciled with the IBM entitlement records.
However, as you've explained, there are many more IBM license metrics not covered by ILMT and I typically use resource values for this. There are also sub-cap installs detected by ILS in cloud and container environments which need to be exported into ServiceNow - I typically do this via a csv file pulled from the reporting system in ILS.
Bottom line - its a minefield. 🙂
