Subscription License type with per user License Metric question.

If we're using the Subscription License type with Per user License Metric, If we do not have an integration for the product, do we need to then list the authorized users via the User Allocations tab on the Entitlement?

to get full transparency, yes this is recommended. 

With Zurich you can use the following new feature based on groups to reduce the effort or manual allocations:

 

Then there are these entries in the Product Documentation:
Group allocations fields
Create group allocations
Allocating licenses to a user group

This is great info.

 

I should have added, if we do not include the allocations, would the entitlement indicate it is not compliant?

That is the issue I'm facing.  I'm unsure why it's indicating Atlassian Confluence Any Ver/Ed is Compliant but then it also shows Confluence as Not compliant.  It's not providing any reason for the not Compliant so I'm looking for causes.

I found the issue.  The SAM had created a Resource Consumption record.
