What is the use of publishing software catalog under every software model?

I am seeing the above option under every software model so that they can request for software model but why we need it for every software model when can do same with single catalog item?
Is it only because if each software model have different process/approvals are the cases for having multiple catalog for software request or any other specific reasons for having this?

Firstly, it allows for easier maintenance and updates. When you have multiple catalog items, each specific to a particular software model or version, you can update or modify the catalog item without affecting other software models.
Secondly Different Process/Approvals for different catalog
Third Having multiple catalog items also helps better reporting and analytics.
There can be more benefit but the main benefit which I came across is the above one

May i know how the software request item process if I request a software without SAM? how this will be tracked and given permission? where they can store rights availability etc without SAM?
