how do i make the first category to be displayed as the first item once i click 'submit request'.

In my page there is two categories but as of now it is redirected to the second category. how do i make the first category to be displayed as the first item once i click 'submit request'. what should i do to redirect users to the first category directly.

That sounds like you already have a customization. After submitting a request out of the box it should direct them to the submitted request not to a category. Can you confirm if the widget on the catalog item order page is custom. You can do this by doing ctrl + right click and then choosing show Widget Customizations.
