User criteria blocking Global search in Employee Service Portal

We have recently started to notice that, for a Catalog form which doesn't have any criteria mentioned under "Available For", the search feature in the Self service portal doesn't return results.
The form is still available if you browse through the topics/taxonomy and is usable but doesn't show up in results. The users we're testing with are not part of the "Not available for" criteria either.
The moment we add Available for all users, still keeping the not available for criteria, it functions as expected i.e.., blocking the not available set of users and, the rest to be able to access the form.
Anybody else noticed this recently?

This appears to work correctly on my instances in both Washington and Xanadu. What version is your instance?

It must be something specific in your instance, then. You may want to look at your search sources (Service Portal -> Search -> Search Sources). There is a record called "Catalogs". If you made any changes to that, then it might have affected your search?
Also, check your portal itself (Service Portal -> Portals and then open your specific portal). Check the Search Sources tab and make sure that Search Source is added to your portal.
