Some Intune records are missing after the import

We're using SGC for Intune, but not all records are successfully committing to cmdb_ci_computer.
We've set the IRE to identify devices by Intune Device ID and MAC Address to avoid issues with duplicate Serial Numbers/Names. The problematic records show up in the SG-Intune Device staging table but are missing from SG-Intune Computer.
Even more confusing, the Identification Simulator returns an "INSERT" result for these records.
Has anyone encountered this? I'd appreciate any ideas on where to look for the cause.

1. inspect the import set rows: in the staging table check the state of the problematic record. Check the log if they skip or ignored for that set IM related list.
2. Check robust transform map if there are any filter rule defined
3. Check sys_object_source table - this sometimes creates the problem if record present and confuse IRE
