What's the difference between the Certified System Administrator Voucher 300$ and the Certified System Administrator Exam in webassessor also 300$?

Am I required to pay both?

You need to pay only for voucher and then you can use this voucher code to book your exam on webassessor till 17th of Novemeber. After that  Webassessor will be replaced by Pearson as an official servienow exam partner.

What do you mean what's the difference?
