I need to create Parent/child incidents without creating a problem ticket.

I have incidents for which I often need to create another incident and reference the original.   I would like to have a parent/child type relationship where the variables from the parent ticket carry over if possible.

You'd need to create a UI Action instead of using the 'New' button from the Related List.
