Incident outage

Hi, I am relatively new to ServiceNow and we are currently on Utah.

 

We don't have the major Incident module, so just using out of the box functionality to to essentially flag major incidents via the group assignment which works for what we need. However, I have a couple of things I need to accomplish to finish it off if anyone can provide some guidance.

 

1. Is it possible to make outage data input mandatory on an incident, and it would be based off it being assigned to Major incident Management?

 

2. Is it possible to create a report that can identify if a major incident (identified by the group) does not have any outage data input for the incident.
