Some users unable to Export Excel file from List View

Some users are unable to export (Download) Excel file from the list view. It's redirecting users to the sys_attachment URL and file is not downloading. 

Verified old posts and as per the community if the User ID greaterthan 40 characters this issue might be happen. But in this case User ID's are lessthan 40 characters only.

Yeah, you are right. As I am downloading the csv file for mini miltia apk new so that we could analyze and plan our next step. But it redirect us to some new pages. Where  we are not finding the file. As I tried alot of time but all in vain. Could you help us with this issue?
