I am trying to grant rights to someone else in order to deploy update sets but without admin rights. anyone has bumped into this?

Hi Jesus,
If using Update Source then you require Admin role. Link http://wiki.servicenow.com/index.php?title=Transferring_Update_Sets#gsc.tab=0
Same if you are trying to do export form instance A & import to instance B.

Is there a way to do that without giving admin roles? the idea is that granting admin roles means more risks.

You can, but I wonder a need for having such thing set up as we being admin would be having those stuffs promoted. This would also not be best practice as per ServiceNow what I am aware of.
