How to disable Submit button until all items finish loading in Order Guide (SP)? and Enable it

In Service Portal Order Guide, how can I disable the Submit button until all selected items are completely picked.

I want to prevent users from submitting the form before the latest item selections are fully processed, is it possible via client side scripts, I have disabled it with set time out(4 sec) but it is not the best practice. can I get any suggetion on this.
