How to hide the button & attachment on HR case form in HR agent workspace

Hi Team, 

I need to hide all the top case form buttons and contextual side bar attachment from HR agent workspace based on users assignment group. if user be not be the part of any case assignment then only the button and attachment should not be visibile to them but for admins it should be visible for any ways. please help me on this. i have attached the screenshot of case form and highlighted things which needs to be hidden.

You have handle through the declarative actions for from view buttons.

You can deactivate attachment from contextual side panel:

For buttons it works, But attachment I tried to do from contextual side bar there is no attachments for HR case table or agent workspace HR case management. Please provide something to achieve for the attachment restriction
