How can users be allowed to view a Service Portal page without logging in first?
1 . Activate the service Portal User Criteria Support plugin
2 . Check the Public filed on the Service Portal record
3. Leave the Roles field empty on the Page record 4 . Check the Public field on the Page Record

Activating the plugin is not necessary for this.
There is no public field on the service portal record.
Checking Public on the page, and removing the roles, or adding the public role is enough.
If the plugin is already installed, you should add the 'Guest User' User criteria.

Recently there has been a news that Servicenow has asked every customer to check for all the public pages and if so, they have asked to make it private unless the business really asks for it.

Please check the same in your case (If the business really needs this configuration) and then you can make it public.
