About Domain Separation

I was told that using domain separation would increase the license cost by 25% of the total cost. Is this true?
If anyone knows the URL or other source of this information, please let me know.
Example.
20000 USD/year for ITSM license
10000 USD/year for an ITOM license
In the above case, when using domain separation
(20000+10000)x1.25=$37500/year
