Adding user to VTB in a flow

I am trying to add members to a VTB through a flow.

This is how it is done:

In the flow execution I can see that the user is getting added:

However I cannot see that in VTB:

Not sure what I am doing wrong. Any suggestions how to fix this?

I checked with experts in our office and we concluded that this requires Hi-case. The users are getting added in the flow but not visible in the table. So this is a SN bug.
