Affected Product doesnt have an option to add a product in standard template in Knowledge articles

This is an article in standard template. The affected products list doesnt give me an option to add products in this template. For other templates it works fine. 

Please suggest where I need to change this ACL/ layout design

If you right click on the list and go to List Control, has someone added a condition to when the edit/new UI actions display?
